Hi, frank. If you are in the maillist, some one has asked the same question. Many people recommend AW's and I prefer Sanyo 2600mAh or Panasonic if you can find them.
About the charger, I prefer cheap ones because I haven't seen good ones in China. One user told me he is ordering a $49 one. It frightened me.
AW sells some good batteries with strong safety features. Highly recommended, especially if you're new to li-ion cells like these.
The Pila IBC charger is a bit on the expensive side, but is reliable and uses a proper charging algorithm to fully charge the cells.
The low-end chargers are all over the place. Many of them have questionable charging logic and can be downright dangerous (eg, WF-139: http://www.candlepowerforums.com/vb/showthread.php?t=209785). Oddly enough I've got one of the cheapest 18650 chargers from DX (http://www.dealextreme.com/details.dx/sku.6105) yet it charges properly at a good current level without doing anything fishy.
The manufacturers are prone to changing their design without notice. The WF-139 was once a respectable charger.
