Is there a way to raise the ambient lights inside the car?

My stock honda accord 93 has the stock incandescent light which is inadequate compare to modern car nowadays.

I want to add more LED internal lights without breaking the bank account

Is there any add on LED light that can be attached to the roof of the car?

Do you mean the ceiling of the car? What is your budget for this? You can always just replace the incandescent lights with LEDs. Since you probably have 2-3 total, it won't be too expensive. Look up automotive LEDs and you will find solutions that are festoon replacements as well as light bars/strips that you can hang in the car on your own.

You could buy one of these and solder it in place of the incandescent bulb (without the reflector). I put one in my malfunctioning trunk light and it's about 4x as bright, and works off of automotive 14V.
