It seems CR123 / Li-ion! That only narros it down to a thousand light.

Most tactical lights are over 5 inches so I would assume the individual is looking for a small to large size EDC light. Depending on the reflector size/emitter he, or she might have problems lighting up 100 meters to their desire.
 
You'd still find quite a few 2xCR123/1x18650 lights around 5 inches in length - usually they tend to have 2.4cm head diameter.
Now it depends what the what the OP means by lighting up to 100 meters: there are plenty of lights with ANSI throw well over 100 meters. If he wants to be able to clearly light up a rat and see the eyes color at that distance is another story.

If by tactical lights you mean lights with a larger reflector, you can even find a few that are more or less 5 inches long, it's just your choice is much more limited.
