I am starting to do runtimes now, and even though they are not even close to how I want them to be, I thought I would go ahead and post them here.

Assuming reasonable values for Vf and converter efficiency, one obvious conclusion is that the energy capacity of those protected R123 cells is very small.
 
I beleave its the protection circuit kicking in.
The lights dont dim at ALL, they just die.
The light was pretty hot, but the batt itself wasnt.

Even if you let them set for a while, they will not "un-protect", but they will, if you place them in the charger for just a couple seconds. Though I think the last time I did that, they only ran a couple minutes, before the protection kicked back in.

Dont recall the exact BIN offhand, but I do know it was a K Vf in the PR-T NexGen.

That would suggest that they are shutting down on depletion rather than over current or temperature. BTW, the next to last datapoint on your first graph suggests that the ARC is in moon mode which occurs at around 1.6V. This seems to be dangerously low output for a li-ion. I suppose it might be possible that the cell output is cycling on/off very rapidly if its protection circuit hysterisis is small in which case the cell is not being pulled too low.
 
Doug, I dont think it was due to heat, (the batt was pretty cool) and dont think it was overcurrent draw (unless the nexgen starts pulling alot more mA toward the very end).

I wouldnt be surprised if the Arc LS got the cell really low, maybe is doesnt draw alot more mA at the end? Letting the cell drain alittle slower and easier,,, getting it to a lower state.
