SF E2 brightness measurement?

Though I know a non-regulated flashlight shouldn't have a flat discharge curve, I was still shocked by the SF E2 brightness drop in the first 5 min. as indicated by fuja's graph:

This makes me wonder how does Surefire measure the brightness? In the first minutes? Based on the relative flat portion of the discharge curve? Or some kind of (weighted) average?

Doug, at what point of the curve that Alan has presented would you report max brightness?
