Strob patern

What is the best strob patern (frquency on, frequency off) for day biking for a programable light ?
My requrements :
1) Not desorienting;
2) Visible
3) long lasting (long batterie life):thinking:
 
Planet Bike Super Flash LED blinker.

Think police LED lightbar (red only) flashing pattern. I've had people notice it from a couple of blocks away on a sunny morning!
 
To make it less disorienting you can run it at something like 2 or 3 flashes per second. Also, make it go low-high-low-high...so that it's always on. To prolong battery life you can make the high on 30% and the low on 70% of the time. To increase visibility use multiple LEDs so the light area is large and make it wide angle.

Thanks for reply. I'll use a programable light like jetbeym or MJP extreme III so I can not program high- low- high but only ON Off On
I think (from your response) that jetbeam will be set to 2Hz and MJP to 1/4s On 3/4s Off.
