I'll put some old batteries in my E2L-C and see what happens. Will report back later.

My modded E1L w piglet and Seoul does the same thing, fast strobe when the cell is low. I just change the cell and it works fine.

I put some nearly dead batteries in my E2L-Cree, and it strobes very quickly on low. The strobe is so fast I don't notice it unless I point the light at something very close.
