This would be the closest I can think that will fit that: http://www.dealextreme.com/details.dx/sku.15644 - durable because it is stainless steel but quality may or may not be that good - if you get a good one than it should be durable. Generally you won't get high durability and lots of lumens in something under $25 but this one is just under that so it might work for you. Expect to wait 2-3 weeks if you are in the U.S. and you order one of these from DX.

Fenix E01. Best light in the world for price. It's only $15 and 10 lumens for 10 hours then dropping to 5 lumens for another 11. It is waterproof to 10 meters for 30 minutes. get it. You won't be dissappointed.

I'd agree about the E01, but it's not a lot of lumens, if that's the main priority. Might be better to try to pick up a used L0D. I'll bet someone would give one up for $25.

I bought an E01, hated it, traded it away. I have a L0D and love it, if you could get one in good working order for $25 then that would be perfect. Personally I would recommend the L0D even if it meant increasing the budget to cover it.

Durable
Lots of light for something that small
Flexible - low, med, high, strobe, sos (don't underestimate the value of having a low option in your bright torch)

If you want a lot of lumens, don't bother with 5mm LEDs. Assuming "a lot" of lumens to you is 30 or more.

Get a used L0D-CE or LD01 at the marketplace if you budget tops out at $25.

If you are truly after high output, than I would suggest the Fenix LOD as well. Slightly over your budget, but well worth it IMO. Multiple output levels, good build quality, and great customer service when purchased from 4sevens.com.

If you can get by on 10 lumens, than the Fenix E01 is hands down the best out there for the money.

Personally, I went the CPF way and bought both!

If you can spend a lot more, get an MJ Extreme III ($90 or so). 90 lumens for 45 minutes on high, days on low. And an amazing finish. It made by Orb feel cheap.

Peak has their stuff 25% off right now. The Peak Baltic runs on a AAA and is $50 before the discount.

The Liteflux LF2 is $45 and very nice as well. They make an LF2X that's $60 and nearly an Extreme III.

For $25, the EO1 is the only one I know of that's a quality light.

Sorry to point this out though... this sounds like "I want the best steak in the town at $5". You may need to spend little more if you want good quality flashlight.
