This is odd wf-139

I bought a ultrafire 139 charger from lightjunction. Are the tabs that are on the sides, for the smaller batteries ie rcr123's, supposed to be bent in. These tabs would never make contact with a battery. I have only charged 18650's with this but I was thinking about getting some rcr123's. They gave me the spacers but even still the charger would never make contact with both ends of the battery. Should I bent the tabs back out? Which end is +?
