The Li-ion batteries can operate over a wide temperate range. While it doesn't mean that they could also be charged at all these conditions. The charging process is more delicate than discharging and special care must be taken.

Some people like to leave several back-up Li-ion batteries and emergency lights in the car. While, with summer arrives, the temperature hits 100+°F. For long storage of the Li-ion batteries under this high temperature, the batteries will permanently loses the storage capacity over time. Also, prolonged exposure to heat reduces the batteries' longevity. For example, a 18650 battery stored at 104°F (40°C) for one year will only retain around 85% of its original capacity, while a battery stored at 77°F (25°C) will retain 96% of its capacity.

Besides, also avoid to charge your Li-ion batteries under high temperature. Charging and discharging at elevated temperatures is subject to gas generation that might cause a cylindrical cell to vent. And the batteries might fail catastrophically during charging or discharging process. It's suggested to keep, and charge your Li-ion batteries in a cool place in the house.
