No. You need to put a load on the battery, and then measure the voltage.
The simplest way is to buy a charger with an analyzer built in, like the CCrane, or buy a battery analyzer. I think Radio Shack sells one.
The cheapest way is to put a resistor across the battery and measure the voltage. The size of the resistor will affect the voltage, so you will have to figure out the details. Maybe someone here knows how to do it.
