Using Automotive HID/ballast upgrade kits

Hi! I'm new to the forum. I have been a flashlight fanatic for years and I'm thinking about building my first homemade unit. I'm looking at automotive HID/ballast kits on ebay such as:

So, if I get something like this and feed it 12V DC will it work for a handheld spotlight?
