What's the difference between "Primary" batteries and RCR123s?

I've owned a Romisen RC-C3 with a Q5 emitter for a while and I've used rechargeable CR123s with it ever since I got it. However, I just ghetto-rigged a bike like mount I got from an online vendor and wedged the pocket clip of the Romisen in there to fit. However, the short battery life of this light may become an issue. I've read in reviews that people get more battery life with "primary cells", but what's the difference? Do they come in rechargeable form?

I would actually prefer a light with more flood, so if anyone has a suggestion for a bike light + mount combo with similar output to the RC-C3 but with more battery life, I'm all ears. I'd prefer to spend less than $40 on it though.

Primary- One time use, has more mah then a rechargeable rcr.

RCR's- rechargeable which is good, but the downfall is the short runtime because of its mah.

Have you thought about going with an AA light.
