Why can't they use a small xenon flasher but instead of flashing why not a continuos light. web page

You could, fluorescent lights are just that sort of thing (true mains ones run at 120 Hz, but could also run on DC). Current limiting is an issue, since the tube is a negative resistance and would 'run away' given the chance.

Light output would be lower, of course, since it could not dissipate the energy full time that the very brief flash has peak.
