WTK Is lower beightness common with 18650 vs cr123?

I just ordered te 18650 rechargeables for a couple of lights and in my { dont laugh I have better lights} Ultrafire C1 it is considerably dimmer with the 18650 as opposed to the 2 CR123s. Is this normal?
