You are describing two entirely different technologies. In one Xenon is the inert gas that fill the bulb around a tungsten filament. Xenon discourages the vaporization of the tungsten filament, and has no 'active' role in producing light output. The Xenon allows the filament to operate at a slightly higher temperature, resulting in a 'whiter' light, and higher lumens per watt. These are often 3-6 volt flashlight lamps, so will run directly off a modest number of batteries directly connected. In spite of being labeled xenon, they are in fact simply regulare incandescent lamps filled with xenon gas.
The other is a Xenon Arc tube, wihch requires a very voltage to ionize the xenon so it conducts and then a lower (but still pretty high voltage) to operate the arc inside the tube. Most Xenon Flash tubes are designed to be on for 1-2 milliseconds at a time. Duing that time in larger lamps, several hundred joules will be discharged into the arc, resulting in an extremely bright light for the time the arc is burning. Electronics are required to produce the several thousand volts needed to inonize the xenon, and hundreds of volts are required to maintain the arc. If you want to run such a device off small batteries, you are going to need electronics to genrate the ignition voltate, and electronics to generate and store the energy to operate the arc once it is lit,
