Why exactly is the new Surefire LEO light, LEO?

Mods, kill this if it's a repost.

But why would a flashlight be LEO when other technology is out there that can generally compare to it?

I don't get it. Is it just to make more LEO sales?

I think it depends on the features of the light,

For example, HDS EDC Basic 60 vs. Basic 60 "LE" The LE version ALWAYS turns on first click at full power. This is advertised as a feature that LE would want because in a stressful situation you don't want to have to remember how to turn the light to full power, you just want it on right-the-f#$%-now.

Other examples would be brightness, generally I've heard that most police departments/forces/services want at least 60 lumens of brightness, if it's below that it may not meet their specifications and therefore not be appropriate for LE use.

Just my assumptions on why it's labelled "LE" or "LEO".
