I'm not sure, if this is a good price.

Imo it looks very blueish on the picture and I think, it's a Luxeon clone.

You can get better lights for that money.

Its not a bad price. I paid £19.99 at Field and Trek (excl. delivery) for the same thing branded Stormlite.

The LED is pure white. In the lower modes it uses some switching to reduce the power and you can get a slight strobe effect, this is not visible at full power.

Before this the brightest I had were a couple of 1W (TLE-5 and PT-EOS).

If you have 20 notes I'd say get it. I haven't found any better options in the UK.

Do they not use the C123 batteries?
