i recently got some luxeon K2 emitters the datasheet says that there rated at 130lm output at 1500mA at 3.85volts, but i've tried them at 3.85volts and the highest i can get is 0.69mA, my question is do i need a 'driver' to push it up to the 1500mA mark i'd like to run them a 12volt or 6 volt DC supply?

Wow, sorry no one has given you even a simple answer. Yes, you will need to use a driver of some sort to get a constant current output at the required voltage to achive the specs stated. Depending on the driver and battery configuration will determine runtime as well. You can direct drive them with three of either AA, C, or D cells and get the desired current level although not for too long as alkaline batteries drop quickly at that current level. You can also go to the Sandwich Shoppe for driver modules. Best of luck and welcome to the slippery slope!!
