Flickering question

I've recently bought couple of 20$ level 5 mode flashlight.

all of them except sinle one bevahe like this:

can You guys please tell me this is OK??? Seller claims it is

If my MTE SSC 1mode lights are any help, I cleaned the contects inside the head with rubbing alcohol and the flickering stopped.

this is what i always do when buying cheap flashlights. In this case its TR C2 with PWM drop in module. first time see them flickering that much.
