To measure light output you really need a calibrated integrating sphere. With a lightmeter you can only measure Lux (i.e. brightness at a point) rather than Lumens (total output).
Parasitic drain is easier - shove a battery in it and leave for a few weeks to see if it gets drained or not. Nitecore specify three years, so you might have to wait a while !
