You can work by elimination. Look for certain characteristics and see what it's not:

-if the brand is not proudly and prominently marked it's not a Surefire
-if it doesn't have a magnetic ring it's not a Sunwayman
-if it doesn't have a green tint it's not a Fenix
-if it doesn't have a "firefly" mode it's not a 4Sevens
-if it doesn't have a piston it's not a Nitecore
-if it doesn't have an overoptimistic lumens rating it's not a Jetbeam
-if it's not available at Walmart it's not a Dorcy
-if it doesn't have variable focus it's not a Led Lenser
-if it doesn't have a dim, coaster sized hotspot with no spill it's not a Maglite
-if the head doesn't wobble it's not a Thrunite

etc.

LOL..
I tried searching flashlight museum for "bug zapper" and "fluorescent" and it did not bring up any hits that match.
Also tried a google search for bug zapper flashlight... got some pretty interesting results, but nothing like this light came up.

I doubt you will ever find out who made it unless it is marked on the light or a component in it. There were a lot of fluorescent based lights in the 70s and 80s that were no name brands and the name brands were just labeled no names. I had 2 6D 6watt fluorescent lanterns with an incan and 2 (red/orange) blinking lights that one is a sears brand the other a no name and the no name broke I still have the sears. This was in the days that most typical name brand fluorescent lanterns sold by most stores used 6v lantern batteries so chances are anything that used C or D cells was more often no name or asian rebadged with a name brand. From the look of the light I would guess it is from the 70s/early 80s.

looks as if one could keep a loaf of bread in it, and even warm it up....
