Charging IMR @ 4V-cut off charger

Can i charge a IMR if my charger cuts it at 4V
I want to save my money, not to buy a specific charger if i have one which can charge it

You'd only see 75-80% Capacity. And the average operating voltage would be lower, which kind of defeats the purpose of IMR's.
