What are the brightest warm or neutral white torches out there? I'm especially interested in finding out about bright neutral/warm torches that operate on primary batteries.

Probably need to define a few more variables ....

* LED ? HID ? Incandescent ?

* Size ? Single emitter ? Multi-emitter ?

* Lumens ? Lux ?

* Specific CCT range for your definition of "warm" and "neutral" ?

* Stock / production ? Custom / modded ?

Oh, and welcome to CPF ... :)

That's a lot of lurking!

Primary cells provide lower power than good rechargeable cells. Guessing that 1200 lumens is about the maximum you can safely get out of a pair of CR123 cells.

An Emisar D4 with high drain rechargable 18650 cell will do about 3000 for a short while before it gets too hot and has to throttle down.

Noctogen Meteor will do more for longer, but it's a coke can instead of a thick lipstick tube.

This is clearly the warmest tint but it doesn't operate (but can be started by) primary batteries.
