Can someone please explain how to enter discharge mode? The manual doesn't explain.

Hold down the right "TEST" button until it says TEST. That will do a charge/discharge/charge cycle.
When the TEST light is up a long press on the left button will enter REFRESH mode which is a discharge/charge cycle.
The TEST mode will give you true capacuty, the REFRESH mode does what it says.
