for small quantities, I like superbrightleds.com -- I think they advertize here as well. The quality has always been consistent and I was real happy with the super bright whites I got from them (also the 15 and 30 deg reds were very nice -- I used one of those to replace my little br-435 powered poket light.) They aren't the cheapest, but you generally get what you pay for!
