Halloween Rat's Eyes

Here is a tough one: I have built Flying Crank Ghosts and wired up LEDs to masks, but I saw online how a guy made Rat's Eyes out of red LED's, a 555 timer, and a 4017 CMOS counter. I like the concept, and I would like to take a trashcan, lay it down on its side, and put a cardboard backing with black fabric and mount the Red LED's inside to give the effect that Rat's are peering out. But here is a real trick- how can I make it appear as if they are blinking? Make the first circuit go for 10 seconds on, 2 seconds off- and yet have the 2nd circuit go 8 seconds on, 2 seconds off- the 3rd-on and on. Thanks in advance for any help you can provide.
