Do I Need To Charge My Batteries?

My new torch(Fenix TK 75) and batteries arrived today. This is my first real torch I have ever owned and my first with 18650's.

The batteries from the box have
3.614v
3.614v
3.615v
3.615v.

Being new to these is it correct that a fully charged one is 3.7 even though they are charged to 4.2?

Should I charge these before use? I don't yet have a charger as it has not yet arrived in the mail.

I am eager to try my new toy so will it have a negative effect on the batteries if I use it with out charging them?

I know a lot of gadgets these days say to fully charge before use.

Charge your batteries using a quality charger designed for your batteries' chemistry.
For typical Li-ion, the voltages you gave are just a storage charge - please charge them before using.

Agreed. They will be 4.2 at full charge.
