Fenix and Nitecore products are designed and manufactured by Chinese. However, I do not think it would effect their reliablity and functions. You tested these models with your own strong prejudice about USA-made and Chinese-made. I won't think this thread make any sense. At least you should test...
Stepping down only happens on turbo mode for better heat dissipation. It can well protect your torch and guarantee a long lifespan, so there's no need to worry about it. In fact, when the light steps down, you can reset to its turbo mode manually.

Output Intensity Distance
Nitecore SR17 960 lms 23256 cd 308m
Fenix TK35 860 lms 29000 cd 340m
Fenix TK41 860 lms 59000 cd 486m

I guess it should be TK11.It's an awesome light which gains great popularity in military and police, even though TK11 only has two modes. But the max output is only 258lumens, I think they will make a upgrate.
Dear friend, I advice you to send it back for a new one as Fenix has after-sale support for its dealers. It's bad luck for you to get one like that, but not all the LD12s have the same problem. Maybe you can get a normal one the next time.
Great comparison pictures!Thx for sharing. Even though i have no idea where i can use this light, but i still want to have one.
p.s. your english is good enough to communicate, at least i can understand very well
