generally will 1 123cell tailcap/switch work on any lights?

are the threads universal?

No they are not universal.

The tailcaps from my Ultrafire '501B' wont fit my Surefire lights and vice versa.

Even Surefire has at least 2 different sizes of tailcaps, so I'd bet unless one light is a clone of another, it would be unlikely that tailcaps would be universal from one brand to another.

Hi

Some are interchangeable. My Ultrafire C1 tailcap fits my old Pelican M6 incan. Apparently the tailcap can be bought separately from DX and is advertised to fit Surefire 6P/C1 as well.

Nope, threads aren't usually universal... mainly because they are all produced by different companies using different machinery. Fenix threads are much more shallow and numerous than say Nitecore threads... which happen to fit with Surefire threads, which are deeper but fewer. You will occasionally find threads which are compatible (such as the instance I jjust mentioned), however, unless they were designed with legoing in mind, compatibility is rare.
