14500 cell with 0 voltage

I received 16 li_Ion cells yesterday and all had voltage between 3.89 and 3.98 volts except one 14500 it read no voltage at all. I imagine this one is no good,, but can anyone tell something of how it got this way? I didn't think it possible for no voltage, low voltage yes but cero voltage no.

If it's protected, the PCB might have tripped. Try resetting it by putting it in the charger or connecting in parallel to a good cell very briefly (mind your polarity!). Good luck.

I have seen some unprotected Lithium-Ion cells measure 0V. I just tossed them in the recycle bin. Like the other member suggests, connect the cell in parallel with a known good, fully charged cell and see if you can get the protection circuit to reset.
