18650 Cell Discoloration, Leaking?

I just received my 1st pair of 18650 cells from DX today, and one cell looks funny. It looks like it leaked out the top and then ran down the side. Please look at pics. I don't want to charge them unless I know they're good to go. The discolored cell also has a funny odor to it.

Report them as defective item to DX using those pictures and they should send you a new pack. I would recycle the leaked cell and charge the other one.
