Are all Cree/Seoul LEDs the same quality?...

Is there a difference in quality choice of Cree and Seoul LEDs, or they are all the same in standards? Also, for example does a company like SureFire ask the makers of Cree to develope a unique Cree that is only available to SF and not for the general market or all Crees are mdae to the same standards?

No.
Its just like CPUs. Some are better, some are worse. Not _huge_ differences, mostly, more like 30-40%. -> Leds get tested, binned into different categories and sold for different prices.

It is quite normal for a large company to order a custom version of the product including binning. The customisations however are usualy more simple like the phosphor mix, the package and by bin code.
