I have recently purchased two of these 18650 batteries:

and this charger:

Not knowing anything about these batteries and charging processes I have read the manual and put batteries in the charger. Approximately 4 hours later light has turned green and I have pulled batteries out.
Today I have read more on batteries which made me want to check their voltage. I found my (very) old multi-meter and got shocked to see one battery was reading 4.6V and other 5.1V.
So I wonder what happened? And even more importantly are my batteries and charger safe?
