AW 18650 3.7 Volt Li-ion 2200 mAH

I have 2 of the above batteries.

One charges to 4.24v, and the other 4.08v, I am worried about the second one as when i put it into my lights it's not as bright.

How can i make it charge to 4.20v.

What checks can i do on both batteries to make sure that they are working properly?

Get a better charger, they shouldn't be over 4.20 volts that will chop cell life down by a lot.
