Bad Li-ion Battery .1 volts shown ?

I just recieved two new CR123 3.6 Volt TrustFire RECHARGEABLE Protected Batterys(TF_RCR123). Before I charge them I check them for Voltage and Internal Resistance. One of them checked 3.85 volts with 40 Mohms but the other shows .1V and 280 Kohms of resistance. Thats right the battery is totally dead. But how can that be? Ive checked it three or four times looking for problems no matter how many times I check it it show less the one volt dc. Obviously this battery is junk but how come it did not explode or show signs of problems.

Could it be the protection circuit clamping voltage?

Pop it in the charger for 5 seconds and see if it resets the protection circuit.

OP, how come it can be 0.1V if protection circuit kicked in?
So, I think you should check your multimeter too, and calibrate it if needed.
