Battery Discharge Rates ?

Was wondering about discharge rates of different batterys until high load? Are 123 Lithium primarys only safe to about 1 times their rating usually about 1500 ma, or so, before overheating? Rechargable 123 cells can handly 2 times capacity, or more, say 2+ X 750 ma? Is it that primarys put out their rated capacity and rechargables grunt down and put out a lot more ma's? I know that some 18650 cells can handle 3-5+ amps of output but was mainly concerned with the 123 size cells.
 
Rechargeable's , more like 500 to 600 mA capacity ..
I have pushed mine up to almost 2A [ MC-E ] , but its suggested 1.2A is more the recommended . Just depends on how long you want the cells to last .
Most of my 1 x CR123A lights pull 1.2 - 1.4A
