Has any one built a battery pack using this kind of batterys?
Tenergy Li-Ion 18650 3.7V 2600mAh rechargeable battery for pack-building TABS OPTIONAL

Maybe it would be cheaper to protected batterys in plastic box, but I'm still exploring the possibilitys...

I want to a good pack for a truck LED taillight for my bicycle (http://superbrightleds.com/specs/pt_mm.htm). There is bad visablity in the winter around here and some people just can't see while driving, even in the day time!

I also want to know if these batterys will charge to more than the 3.7 volts? The tail light is rated for a max of 14.8 volts.

Yes I build them all the time 2P2S to make 7.4volt 5200mA/H packs.
I use exactly the same batteries as you mention solder them together without protection circuits then dip them in liquid plastic.
They come off the charger at 8.4volts and have served me well for the last 2 years no problems at all.

Yes it is very easy to solder the tabs and you do not need heat clip. As I said I have not used any protection whatsoever and cover the whole in liquid plastic.
I cannot seem to be able to post a picture, this forum is not quite the same as MTBR so if someone could help me upload the images then I could show you a pair soldered together and the final dipped in plastic.

You need to host the images using something like image-shack. The site gives you a link that you post like you tried to do earlier.
 
amp hour rating

I am still uninlightend for some things like the amp hour ratings on the batterys.... is the usable power much less than what is shown on the batterys???
