best 18650 charger, best batteries ?

i need to buy 18650 batteries and a charger for 18650 batteries.

prefer to buy protected batteries, and hope they will fit my

Fenix TK 11......and other LED lights.

whats the best deal / whats a secure charger that causes no problems ?
