I like cottonpickers USB based Li-ion charger. It is available in several different models/currents, some of which are suitable for charging 18650's. Have a look for it at CPF Marketplace (later, it is down just at the moment).
Best ? Simple, mine, made from a Samsung TCH137 charger. CC/CV 650mA CC, no trickle, security timer etc... all that for 5 €, two wires and a couple of small magnets. :)

Selfbuilt seemed high on the 4sevens charger..... assuming you wait until the current crop with the high current bug is all phased out/recalled. It offers a lot of flexibility in cell size and currents supported, but only charges one cell at a time.
Other then that, the Pila is good, but I love my cottonpickers!
You are reading that from Pila's literature I assume. When I got my Pila charger, I believe the operating instructions gave strong warning about charging cells other than Pila's. I interpreted that to be a marketing effort to motivate me to purchase Pila cells in addition to their charger. I ignored the warning based on many accounts here at CPF of Pila charger owners charging various brands and sizes of Li-ion cells without adverse consequences. In the three months that I've owned a Pila charger, I've recharged various sizes of AW protected LiCo and AW IMR cells with no problems.
