I'm looking at purchasing either the Klarus St/Xt 11 or the Fenix Pd 35 for a easy and quick to access duty light.

What is the best Ui, ease of use between these 3 for a LEO working on his own in a rural environment ?
 
Can I suggest you look at the Nitecore SRT range first? I just can't think of a better UI for the times when you are really under pressure.
 
I'd say out of XT11, ST11, and PD35 the XT11 would win: always goes on high, one-hand operation, fairly easy access to strobe - maybe not so instant under pressure but definitely easier than the other 2 lights.

I don't know much about the SRT but since the poster above is recommending them, I'd take a look at those too.
 
Given your choices, I'd go with the XT11 for the reasons labrador72 cited. It has a nice protruding forward clicky which is very easy to find by feel and the light always comes on in Max output. Plus the secondary tail cap switch makes changing modes quite intuitive without having to change your grip on the light.

You may also want to look at the Klarus XT2C if you're looking for the same UI as the XT11 but a smaller form factor. The new version puts out 580 lumens on a single 18650.
 
XT11 looks good. Just to throw another light into the mix, have you considered the Armytek Predator Pro of Viking Pro?

The XT-11 gets favorable reviews and is obtainable at a reasonable price, I don't know anything about the PD-35, have you considered Surefire, as a serving officer you can get SF products at a discount from the UK importer. If you need details pm me.

I can recommend the Surefire P2X-BK Fury, it has two levels 15 lumens and 500 Lumens, I bored mine out with sand paper on a drill bit so it accepts a 18650 rechargable battery. Simple to use, no flashing strobe or S.O.S. modes, click once for low level click again for high and the high is great.

Matched with the ESP LHU-14-37 holder it's a nice 'On Duty' package.

I'm just about to retire from the job and that would be my set-up of choice if I was still out on the streets.

Hey OP. I am an LEO in CA, I don't want to mess around with rotary rings, memory modes, and other frilly options. Forget the PD32 and that Nitecore wanna be duty light. Top choices, XT11 or XT2C. I just acquired a XT2C and find it easily pocketable, and almost as much perceptible output and throw as my RS11 (same led, reflector as older xt11).
I'm not a huge fan of dual buttons, but on the Klarus', they won't be confused for one another with the large switch being immedietly recognized.

If you like the Fury, go with the single mode, not the dual.

The light is in use by the dutch police (swat teams) and it's tested for many years , it seems indestructible.
Take look , they have duty holsters too.
