It can probably be done pretty easily.

For example, 4 M bin MC-Es at 2.8 amp should be over 700 lumen each, so over 2800 lumen at the LED. That should be less then $100, then the right optics, maybe one for throw, one for midrange, one for flood, and one oval one to cover the sides. Then a good heatsink, driver, and battery pack total should be less then $200, so the total would be less then the dinotte and still be brighter and possibility run longer (depends on battery).

I can't do it, but I've seen it done here and I'm sure someone can do it.
 
The easiest & most efficient way to build a >2000 lumen bike light
is to use Cutter 7 x XPG R5 board with 7-up optics.

The 7 XPG are in series, This can be driven by either a MaxFlex or Blue Shark,
drive the string at 1A, it's ~350lumen per led, ~2500 lumens total.

There was already one build for bike light by a guy here, he sells bike lights,
do a search you should be able to find it.

I could find anyone making lights that look like the dinotte thats 2,000 lumens or more. Can you post a link
