Charging Question.

I know if you already know this will sound stupid but i have several Li Ion chargers for 3.7v 18650's and 16430's but i need some 3v cells and wondered if my RCR123 charger will do double duty?

No, 3.0v cells (of either variety) need a special charger.

Some cells listed as 3.0V are in fact Li-ion whith a nonimal charge to voltage of 4.2 volts but with a regulator circuite built in are they not?

I use this one that has a switch to charge either 3.6 or 3.0

But I understand that even with the 3.0 V limiter circuit there is an initial spike voltage when the load is placed on the cell until the micro seconds it takes the protection curcuit to kick in and throttle down the voltage. Probably ok for LED's but makes me nervous for incan bulbs.

They use a diode to buck the voltage. You need a special charger which pushes higher than normal voltage to overcome this diode during charging.

Thanks for the explanation. In that I use hobby chargers with an over kill number of volts available I had not considered this.
