Computerized battery capacity testing

I'm just going on a vague memory here, but....

A while ago I remember someone posting here about developing some kind of chip or kit and software that would allow a person to test the capacity of almost any kind of battery pack using your computer. I think he was trying to put together a group buy or something like that.

Anybody remember what I'm talking about? Does such a thing exist?

No kit, but well described. If you've got some parts lying around, e.g. the heatsink, laptop power supply and a parallel port cable, cost is in the 20$ range.
