Confusing

The bulb in DB 6AA blasts 51 lumens according to Energizer's bulb spesifications. But when looking at the flashlight's engineering data it's only rated at 31 Lumen. Strange, or what?

It could be the rating just for the bare bulb and with reflector/lens.
Actually I know from a person how measured them, that their claims are a little bit too high.
