Cree led that is Brighter than streamlight c4?

Looking for a cree emitter and a 17mm driver that would run brighter than the streamlight c4 led. It has to run off of one 18650 or two rcr123. Is the c4 a cree? It looks like a cree, I just want to build a light that's gonna be brighter than the streamlight without breaking the bank. Some of my co-workers paid over a $100 for their streamlight which I thought was pretty stupid since one of them lost like two of them already and haven't learned his lesson. Any help would be appreciated. Thanks
