Dead Terralux TLE 6EXB bulb

I bought 2 Terralux TLE 6EXB bulbs from Ebay. I got them few days ago and one bulb was complete dead - doesn't work at all. I sent email to seller, and she promised to change it to new one. But I live in Finland and seller is in USA and posting bulb back to USA would cost almost 10 euros. :(

Any ideas, how bulb is broken? Cold solder?
