DX and PayPal fees?

I recently ordered something from DX and had to cancel the order due to my error, but I noticed that PP charged my account a higher amount over what the DX invoice said. Is this something new, has PP started charging a % on my order? is this only on overseas orders or any order going through PP?

Makes sense. In the past when I ordered from DX or Kai, what the total added up to was the same charged on PP...

Well DX charges in USD and if you are paying in USD I don't see why are they charging you more. Shouldn't be any fees either on buyer's end.
