DX charger that knows to cut off for charged batteries ... what kind of cut off?

Hey guys, in a previous thread, there was talk about this charger from DX that knows to cut the charge for charged batteries. The charger is http://www.dealextreme.com/details.dx/sku.71 . What I am trying to figure out is if the cutoff mechanism is good and will be effective. Here is the post that describes how the charger cuts off.

I don't see enough information to say anything.
For NiMH and NiCd it's probably simple inside, you could open one up and see how it's made at that price, even if you broke it. Or wait til someone tests one.

Thing is you don't know you'll get the same product consistently, so who can tell; it's going to be a long wait before we see the UL certification on this kind of stuff, if ever.
