Foil shaver replacement cutter assembly question

I know with the rotary shavers, the cutters and outer guards are sold as a set. I have a Panasonic Vortex foil shaver of which I'm pleased with but I've had it for the better part of two years and thought maybe a cutter replacement might be in order. From research I see I can buy the inner blade assembly and outer foil either separately or as a combination. Is it necessary or recommended to replace both at the same time or is replacing the inner blade assembly sufficient?

After 2 years I would replace both. That's good service IMO.

My Braun recommends changing both every 18 months IIRC.

Ive replaced single items like the cutters or screen only to find that the combination performs nicer when both are done. I too like the Panasonic shavers even though right now I'm using Braun.
